40,500 entrepreneurs supported in 2025: France Active’s key figures and impact

In a tense economic climate, France Active has published its impact report and its annual activity report. With €465 million mobilized, the leading solidarity finance network has increased its advisory and support programmes by 20%.

This was a crucial adjustment to improve the resilience to crisis of committed business leaders and associations, and to strengthen the real economy. The result is a major social utility reflected in the creation and consolidation of more than 72,000 jobs.

Breakdown of financing in 2025

  • €315 million in guaranteed bank loans
  • €52.3 million in solidarity investments
  • €87 million in guaranteed loans to microcredit providers
  • €9.5 million in personal loans
  • €1.2 million in grants

In 2025, France Active has supported 40,500 enterprises, compared to 37,000 in 2024, confirming the network’s central role in sustaining committed entrepreneurship.
€465 million were mobilised to support the creation, takeover and development of enterprises, enabling the creation or consolidation of 72,200 jobs, an increase when compared to 2024 (70,000).

This momentum comes amid a challenging economic climate, marked by a slowdown in activity and increased difficulties for business leaders. In response to these pressures, France Active has strengthened its support: in 2025, 11,446 entrepreneurs benefited from training, professional development programmes or group discussion sessions, representing a 20% increase in one year.

In addition, the network has stepped up its efforts to support social and solidarity economy companies and associations facing financial difficulties. The percentage of organisations receiving support during the recovery phase has risen from 8% to 13%, reflecting an increased capacity to intervene to prevent economic disruption.

Publication of the France Active impact report* : enterprises that are more resilient than average

The publication of the France Active impact report, scheduled for the end of February, sheds light on the strength of the enterprises supported.

Five years after their creation or takeover, 81% of businesses supported by France Active are still in operation, compared with an average of 69% nationally (INSEE).

This significant difference highlights these companies’ ability to go through economic cycles, even in a challenging environment.

The report also highlights a lasting positive effect on employment: on average, the enterprises financed by France Active double their workforce in five years, with most jobs being permanent and non-relocatable.

In addition to this, a significant financial leverage effect is to be underlined: each euro contributed by France Active mobilises an average of 3 euros in additional funding from other players.

Finally, it should be noted that 70% of the most vulnerable entrepreneurs supported believe that France Active’s support has been decisive in developing their skills. 59% say that France Active has enabled them to connect with entrepreneurs and other support networks that are useful for their success.

New guidelines for 2030

These results reinforce the strategic guidelines that France Active has set for 2030. Its ambition is to take action where social and environmental challenges are most significant. Six major sustainable sectors have been selected by the association network:

  • Sustainable agriculture and food
  • Trade and services for local residents
  • Solidarity, inclusion and social cohesion
  • Reuse and recycling economy
  • Sustainable mobility
  • Renovation and new forms of housing

Beyond our financial interventions, in 2025 we demonstrated our ability to adapt in an increasingly tense economic context in order to strengthen our support role. Whether for the most vulnerable people or for projects with a strong social and environmental impact, we are successfully developing employment in the regions and enabling all these businesses to plan for the future.

An enhanced support for the most vulnerable entrepreneurs

The entrepreneurs at the launching stage supported by France Active in 2025 have one thing in common: they are all jobseekers. Their profiles illustrate specific needs in terms of support and access to financing:

  • 37.9% are in a highly precarious situation
  • 32.7% live in a vulnerable area: in a rural revitalisation zone (now called FRR) or in a priority neighbourhood of the city (QPV)
  • Nearly 1 in 2 entrepreneurs is a woman
  • 30.7% are young people under the age of 30,
  • 51.3% have a level of education below or equal to the baccalaureate, highlighting the inclusion of less qualified profiles.
