The study reveals a financial leverage effect of 2.8: for every euro invested by France Active, nearly three euros are mobilised from other partners. In terms of employment, the impact is equally significant, with a multiplier of 2.1: the number of jobs per project has more than doubled in five years, representing 9,478 additional jobs created by the 897 enterprises surveyed. Among the business leaders supported, 82% are in a vulnerable situation, and 15% are leading projects with high social or environmental value.
Another key finding: 78% of the supported businesses are still active after five years, a survival rate well above the national average (69%). 70% of vulnerable entrepreneurs emphasise that the non-financial support was crucial in developing their skills, a key asset for the sustainability of their business.
A proven model
The study highlights France Active’s ability to turn projects into lasting successes. Thanks to its support, only 15% of the most vulnerable entrepreneurs who abandoned their projects end up unemployed, demonstrating the resilience of those who receive support. The cost to the public purse? €1,500 per job created – a modest investment given the social and economic benefits generated.
